St. Petersburg. February 19, 2020 — Gazprombank held a seminar in St. Petersburg on project financing in the field of housing construction and territorial development using the example of public-private partnership (PPP) projects. The event was attended by over 50 developer partners and representatives of the Government of St. Petersburg.
The organizer of the seminar on behalf of Gazprombank was the Customer Relations Unit — the Government and Subordinate Organizations Relations Center, which directly interacts with developers and infrastructure construction companies.
Gazprombank’s experts talked about the prospect of using a complex product in the implementation of housing construction projects, which includes project financing for construction, opening escrow accounts for equity holders, banking support of contracts, and mortgage lending to individuals. Such a system of complex cooperation greatly simplifies interaction with the bank and provides an individual approach to a partner on the part of a credit organization.
A presentation on the project for the creation and operation of a tram network along the route between Kupchino metro station, Shushary municipal settlement and Slavyanka district, implemented on the principles of public-private partnership, was jointly delivered by the First Vice President of Gazprombank Alexey Chichkanov and General Director of BaltNedvizhServis LLC Dmitry Pankratov. Using this project as an example, they discussed the relevant issues of infrastructure development in residential areas in detail. In addition, Alexey Chichkanov spoke about the practical aspects of financing social infrastructure related PPP projects. All theoretical and practical knowledge gained by the participants during the seminar can be used in the implementation of projects for the construction of apartment buildings, as well as social infrastructure facilities based on PPP principles in St. Petersburg, including the actively developed area of Shushary.

On behalf of Gazprombank, the seminar was also attended by Oleg Melnikov, Vice President – Department Head, Contracts Banking Support Department, who spoke on the advantages of extended banking support for PPP projects: this tool allows controlling the targeted use of funds, monitoring settlements, and providing partners with timely reports on the results. Alexander Samozhenkov, Head of the Real Estate Project Finance Directorate, spoke about project financing for the construction of apartment buildings with the use of escrow accounts, and Alina Ryzhkova, Executive Director, Mortgage Sales Division, presented a wide range of the Bank's mortgage programs. The seminar was moderated by Sergey Dobrynin, Managing Director for Construction and Infrastructure Organizations Relations of the Government and Subordinate Organizations Relations Center.
Earlier, in 2019, Gazprombank's business seminars on public-private partnerships were held in Baku (Azerbaijan) and Minsk (Belarus).
